Circular Economy and Resource Efficiency Platform (DEKVEP) Project
What is it?
The Circular Economy and Resource Efficiency Platform (DEKVEP) is a capacity-building project launched in partnership with the Istanbul Chamber of Industry (İSO) and BCSD Türkiye, with the support of the Istanbul Development Agency (İSTKA). The project was carried out over a period of 18 months to promote resource efficiency and circular economy practices in Istanbul’s industry, and was concluded in 2024 with the Circular Economy and Resource Efficiency Summit.

What Were the Objectives?
Within the framework of the European Green Deal, DEKVEP targeted companies operating in the priority sectors of textiles, plastics, and white goods, with the aim of:
- Promoting the adoption of the circular economy and clean production practices,
- Developing sectoral roadmaps,
- Increasing resource efficiency, and
- Supporting the development of a qualified workforce.
What Was Done?
- Analysis, consultancy, and training support were provided to 21 selected companies.
- Reports identifying clean production and circularity opportunities were prepared based on the data collected from these companies.
- Clustering meetings were organised to foster collaboration and technology sharing.
- As a result of industrial symbiosis studies, 199 potential cooperation opportunities were identified.
- Through the open innovation process, 25 applications were received, and 13 solution presentations were made.
- In the scope of compliance with the European Green Deal, 495 people received training in three seminars.
- Technical training focused on the circular economy was delivered to 42 company ambassadors and 137 university graduates.
- Through the Clean Production Ambassadors of the Future programme, 660 vocational high school students and teachers were reached.
DEKVEP initiated a collaborative transformation process that accelerated the transition of Istanbul’s industry to a circular economy. Through the analyses, training, and sectoral guidance it provided, the project offered companies concrete roadmaps for action.
